Tianjin, one of the four municipalities in China, its city center 137 kilometers from Beijing, is a famous international port city and eco-city. Located in the core of Bohai Economic Sphere, Tianjin is the largest open coastal city in northern China, the birthplace of modern industry, one of the earliest opening-up ports, and northern China's shipping and industrial center. As China's fourth largest industrial base and the third largest foreign trade port city, since the development of Binhai District became a national policy in 2006, Tianjin achieved again a remarkable and rapid development.
At the Beginning of the Traditional Chinese New Year, Tianjin TLY Cultural Foundation was established in Tianjin.
         Xing Yuanmin, President of People's Political Consultative Conference and the consultant of Tianjin TLY Cultural Foundation and Xiao Huaiyuan ( who was elected as the Director of Tianjin People's Congress Standing Committee, the head of legislature in Tianjin on 20 January 2011 ), member of the Standing Committee of Municipal Party Committee, secretary of the Publicity Department of Municipal Party Committee, the Honorary Chairman of TLY Cultural Foundation, attended the ceremony and gave speeches. Gou Lijun, member of the Standing Committee of Municipal Party Committee, secretary of the Municipal Educational Work Committee and the Honorary Chairman of Tianjin TLY Cultural Foundation, and Zhang Junfang, vice Mayor and the Honorary Chairman of Tianjin TLY Cultural Foundation, also attended the ceremony.
        Tianjin TLY Cultural Foundation aims at subsidizing public welfare and culture activities, promoting cultural innovation, nurturing cultural talents, encouraging cultural exchanges, developing the cultural industry, and enriching the prosperity and development of Chinese culture and education. China Soong Ching Ling Foundation, One Foundation, the World City Development Foundation, Chinese Culture Promotion Society, China Legal Aid Foundation, Shanghai Zengai Foundation, the Sun Culture Foundation and other social welfare organizations and individuals sent their congratulatory letters to the foundation at its launch. All of these brother founds are willing to join hands with Tianjin TLY Cultural Foundation, complement each other and work closely together to promote the prosperity and development of Chinese culture.

         During the ceremony, Tianjin TLY Cultural Foundation contributed 2 million RMB, and signed the Donation Agreement of Tao Li Yuan Primary School with Tianjin Board of Education and Ninghe government. In the future, the Found will keep on donating to build rural primary schools in Tianjin in order to provide better learning condition, quality education for more children, and to experiment new ways in managing urban and rural educational resources and narrowing the gap between urban and rural education, in order to promote an integrated development of urban and rural education.
        In his speech, Xing Yuanmin pointed out that, Tianjin had very rich cultural heritage and was full of potential for the development of cultural industry. He hoped that Tianjin TLY Cultural Found could focus on improving the development of cultural industry, nurturing cultural talents, taking responsibility to promote and subsidize cultural and art enterprise, and to cooperate complementarily with other cultural organizations in promoting the development of cultural construction in Tianjin through the participation of people from all walks of life. He devotedly wished Tianjin TLY Cultural Found could anticipate a promising future, and become the model for not only the city but also the country.
        Xiao Huaiyuan warmly congratulated the founding of the foundation at the beginning of his speech. He said the establishment of the found was a pleasant development in the culture system reform and the development of cultural cause and cultural industry. He hoped TLY Cultural foundation could actively raise funds, protect cultural heritage, cultivate cultural talents, develop cultural industries and other activities to attract and stimulate the community to participate in cultural construction
        Finally, the Chairman of Tianjin TLY Cultural Foundation, Qiao Fuyuan introduced the main tasks, the work plan, and the financing circumstance to the participants.
